CONSTITUTION


Introduction

People and animals share this earth. We believe that by living in a manner where our behavior and choices are considerate of the impact we have on animals, and as such treat animals with compassion and respect, both people and animals benefit. This Society originated from a small group of animals lovers concerned by the distressing conditions that stray animals are subject to in the University of Sri Jayewardenepura. The Society is committed to the welfare of stray, abandoned, homeless and abused dogs and cats and other animals.


1. Name:

Animal Welfare Society, University of Sri Jayewardenepura, Gangodawila, Nugegoda, Sri Lanka

3. Membership of the society:

3.1. Academic staff members, non academic staff members, undergraduates and graduates shall be members of the association

3.2. Any outside person other than specified in 3.1 who supports the objectives of the Association, shall be admitted as a member.

3.3. A database of Members shall be maintained by the Secretary.


4. Aims and objectives of the society:

Aims:

· Recognize and respect the rights of all animals to live free

· Protect all animals from social pressures

· Safeguard and campaign for the rights and interests of all animals

· Support sustenance of environment conducive to free expression of all animals

· Develop public awareness on animal rights through education

· Safeguard and ensure the preservation of Fauna and Flora for future generations.

Objectives:

· To promote public interest in the welfare and protection of all animals.

· To eradicate rabies through control of the stray dog population.

· To prevent unwanted cat and dog litters through sterilization.

· To conduct & assist conservation activities on endangered wild animals

· To promote responsible pet ownership


5. Board of members:

5.1. The Executive and Committee Members of the Association shall be elected by the Annual General Meeting for a period of 12 months unless specified.

5.2. These officers are as follows:

5.2.1. Patron and Senior Treasurer

5.2.2. Advisor/s

5.2.3. President

5.2.4. Vice Presidents(4 numbers, one Vice president from each faculty)

5.2.5. Secretary

5.2.6. Assistant Secretary

5.2.7. Junior Treasurer

5.2.8. Editor

5.2.9. Assistant Editor

5.2.10. Senior coordinator

5.2.11. Coordinators (3 numbers) as follows

5.2.11.1. Membership Development

5.2.11.2. Fundraising

5.2.11.3. Media & Promotion

5.2.12. Committee members (maximum 15 numbers)


6. Responsibilities of office bearers:

6.1. Members of the board should be responsible for the planning, management and organization of the Association’s affairs.

6.2. The board should hold regular (preferably quarterly) general meetings to which should be invited all members and interested students and staff members.

6.3. Should conduct meetings in a fitting and proper manner with respect for accepted meeting procedures.

6.4. Use known and successful organizational tools, such as sub-committees, task forces and discussion groups, to encourage wider participation, develop increased responsibility and to achieve more effective results.

6.5. Secretary-The Secretary shall:-

6.5.1. Co-ordinate the correspondence of the Association

6.5.2. Keep full and correct minutes of the proceedings of the Committee and Association.

6.5.3. Have custody of all books, documents, records and registers of the Association

6.6. Treasurers-

6.6.1. The Junior Treasurer shall: Be responsible for the receipt of all moneys paid to or received by the Treasurers on behalf of the Association and shall issue receipts for those moneys in the name of the Association.

6.6.2. Make payments from the funds of the Association with the authority of a general meeting or of the Committee and in so doing ensure that all cheques are signed in accordance with clause 7.1

6.6.3. Maintain regular accounting records which should be periodically supervised by the Senior Treasurer.

6.6.4. The Senior Treasurer shall: Regularly monitor and advise Junior Treasurer on financial transactions of the Association

6.6.5. Should approve annual budget prepared by the committee and if necessary additional budgets after critical inspection.


7. Financial management:

7.1. As soon as practicable, the Committee shall cause a society account to be opened in the name of the Association, at such Financial Institution as may be determined. Cheques drawn upon the account shall be signed by such officers as the Committee may determine.

7.2. All assets of whatever nature acquired or donated to the association (excepting the Association's bank accounts) may be vested in a trustee of the Association.

7.3. The income and property of the Association howsoever derived shall be applied solely towards the promotion of its objects as set out in this Constitution and no portion thereof shall be paid or transferred directly or indirectly by way of dividend, bonus or otherwise howsoever to its members, provided that nothing herein shall prevent the payment in good faith of remuneration to any officer or member of the Association or reimbursement for costs incurred in the service of the Association.


8. Meetings of the association:

8.1. An Annual General Meeting of the Association shall be held at the end of every twelve months time from the previous one.

8.1.1. To receive and consider the Annual Reports of the Office Bearers

8.1.2. To elect the Committee for the ensuing year.

8.1.3. To deal with any other matter or matters brought before the meeting

8.2. Additional Association General Meetings shall be held regularly (preferably quarterly)

8.3. Where possible, matters to be brought before an Association Meeting should be submitted in writing to the President or Secretary at least five days prior to the Meeting, to facilitate circulation and/or inclusion on the Agenda.

8.4. Any member of the Association shall be eligible to vote on any matter at any meeting of the Association.
